Overview

Position Purpose:
The Program Manager is responsible for defining the program and projects objectives and providing day-to-day coordination to ensure quality control throughout projects life cycle and coordinate the collection of projects within a program. Plans, executes, and finalizes a group of projects and individual projects according to strict deadlines and within budget. Program and Project Management process integration to improve value and optimization of IT resources as well as increased governance around process discipline. Manages and implements program management activities to meet initiatives that support the success of the business operations. This includes direct accountability for program or project execution from beginning to end, assembling and leading the program or project team, or teams, delegating tasks, identifying, managing and negotiating resources, and communicating project related information to the Program Management Office (PMO) or appropriate stakeholders. Drive the Programs definition and elaborate until projects are defined to support the business outcome.
Principal Duties and Responsibilities:
Essential Functions:
1. Responsible for leading Programs in a Business Unit (BU) and owning the relationships within the BU for delivering results
2. Ownership for all program deliverables within a larger portfolio of programs.
3. Develops program plans from the proposal stage including business case development though individual project plans (project work scope, task descriptions, budget estimates and resource requirements) to meet objectives and commitments at the program level.
4. Act as working lead/mentor who can consolidate individual projects into a program view.
5. Develops, maintains, and monitors individual project budgets/schedules and the integrated master program budget/schedule.
6. Understand the strategic importance of each project within the program.
7. Manage complex programs spanning multiple projects with disparate teams while driving the integrated program work plan across multiple projects.
8. Collects deliverables from projects and combines into program benefits.
9. Defines and implements quality project standards and processes for structuring all IT projects, including process/documentation evaluation and improvement.
10. Tracks plan vs. actual program/project performance and inform management of accomplishments and major problem areas as well as budget & schedule status.
11. Develops and executes enterprise-wide communication plan as related to milestones via status reports, and presentations suitable for all levels of management and staff.
12. Conducts post implementation project reviews to evaluate sustaining support and document lessons learned.

Additional Functions:
1. Assists in the development of business cases and prioritization of portfolio components.
2. Develops project documents through work with business analyst, technical and customer contacts.
3. Maintains current knowledge of technical and process developments in the project management arena.
4. Maintains and analyzes program/project budgets, schedules, risks and trade-offs.
5. Performs other duties as assigned.A credit history check from a national credit bureau will be conducted for all candidates for this position including new hires and current employees seeking promotion or transfer.
Other Requirements:
1. Extensive project management experience; Certified Project Manager (CPM) status and/or Project Management Professional (PMP) or Program Management Professional (PgM) certification preferred.
2. Experienced in managing and monitoring the work of team members and ability to provide program/project leadership and training.
3. Demonstrated knowledge of accepted program/project management principles and practices.
4. Experience in Hewlett-Packard PPMC (formerly Mercury ITG) Project & Portfolio Management Center tool is a plus
5. Ability to lead/facilitate cross-functional teams and meetings.
6. Ability to meet tight deadlines and drive teams to produce results in an enterprise environment required.
7. Ability to build successful teams and foster an atmosphere of collaboration.
8. Strong interpersonal and communication skills. Ability to work well with all levels of management, a diverse department, and a variety of demanding internal and external customers.
9. Manage the project lifecycle process for complex technology projects involving multiple groups throughout the company.
10. Provide structure needed to implement, standardize and continually improve project management best practices.
11. Drive initiative planning, resourcing, budgeting in coordinating and prioritizing a wide variety of technical projects and strategic initiatives.
12. Familiarity with Demand and Capacity Management.
13. Works to resolve resource constraints by leveling resources in project planning activities on individual projects and across a program(s).
14. Works to secure funding from project sponsors for unbudgeted efforts and works within program spending constraints.
15. Identifies/escalates issues as necessary.
16. Excellent written and verbal communication skills.
17. Excellent presentation design and delivery skills.
Bachelors in CS, IS, related field, or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Eleven years in an IT/IS environment. A Masters degree may be used to offset one year of experience; PhD may offset two years of experience. See Other Requirements in description.
Prior IT outsourcing transition management experience with infrastructure, server and network tower management a plus. IT Vendor Management experiences a plus. Information Technology Infrastructure Library (ITIL) v3 knowledge a plus.
12+ months — possible extension and possible FTE opportunity.
